The USFSPA is a federal law that authorizes (but does not require) state courts to divide military retired pay as marital property during a divorce. It also provides a method for DFAS to make direct payments of both alimony and divided retired pay to a former spouse if certain conditions are met.
The 20/20/20 Rule is often misunderstood. It does not relate to the amount of alimony. It grants a former spouse full military benefits, including TRICARE and commissary/exchange privileges for life, if they were married to the service member for at least 20 years, the service member served at least 20 years, and there was at least a 20-year overlap between the marriage and the service.
